C1.1 · Funktionsverbgefüge der Fachsprache
A Funktionsverbgefüge (FVG, noun-verb construction) splits a verb into a noun that carries the meaning and a 'light' verb that carries tense, person and aspect: anwenden → zur Anwendung kommen, erwägen → in Erwägung ziehen, ausdrücken → zum Ausdruck bringen. Official, legal and academic German prefer them because the noun can take attributes (scharfe Kritik üben) and because the light verb adds nuance: bringen/stellen are active and causative (etwas zur Sprache bringen, etwas zur Verfügung stellen), kommen/stehen/treten are passive or stative (zur Anwendung kommen, zur Verfügung stehen, in Kraft treten). The noun and its preposition are fixed, so you learn them as chunks; the light verb then behaves like any verb: it is conjugated at position 2, sent to the end in a subordinate clause, turned into a participle in the perfect (hat zum Ausdruck gebracht, ist in Kraft getreten) and placed after zu in an infinitive clause (zum Abschluss zu bringen).
Active or passive: the light verb decides
bringen, stellen, nehmen, ziehen = someone acts on something. kommen, stehen, treten, gelangen = something happens or is the case. The same noun can take both.
- Die Stadt stellt den Vereinen Räume zur Verfügung. The city provides the clubs with rooms.
- Für Rückfragen steht Ihnen unser Team zur Verfügung. Our team is available for any questions.
- Das Verfahren kommt erstmals zur Anwendung. The procedure is being applied for the first time.
The light verb moves, the noun stays
Like a separable prefix, the noun phrase stays at the end of the main clause; the light verb is conjugated at position 2, goes to the end in a subordinate clause and forms the perfect with its own auxiliary.
- Die Verordnung ist am 1. Januar in Kraft getreten. The regulation came into force on 1 January.
- Es ist bedauerlich, dass so wenige die Beratung in Anspruch nehmen. It is regrettable that so few make use of the advice service.
in Kraft treten forms its perfect with sein (ist in Kraft getreten), unter Beweis stellen with haben (hat unter Beweis gestellt): the auxiliary belongs to the light verb.
Fixed prepositions after the chunk
Many FVGs govern a preposition of their own: Bezug nehmen auf + Akk, Kritik üben an + Dat, Rücksicht nehmen auf + Akk, Abstand nehmen von + Dat.
- Ich nehme Bezug auf Ihr Schreiben vom 12. Mai. I refer to your letter of 12 May.
- Die Opposition übte Kritik an den Plänen. The opposition criticised the plans.
Register lift in the formal e-mail
In a formal e-mail one or two FVGs raise the register at once; too many make the text stiff. Keep them for the key actions: reference, request, decision.
- Wir bitten Sie, unseren Vorschlag in Erwägung zu ziehen. We ask you to consider our proposal.
- Sollten Sie das Angebot in Anspruch nehmen wollen, melden Sie sich bitte bis Freitag. Should you wish to make use of the offer, please get in touch by Friday.
How to remember it
- bringen / stellen / nehmen / ziehen = active; kommen / stehen / treten = passive or stative.
- Only the light verb is conjugated; the noun chunk stays at the end of the clause.
- Learn the chunk with its preposition: Bezug nehmen auf, Kritik üben an, Abstand nehmen von.

In context
Mit dem Beschluss des Stadtrats ist die neue Parkraumverordnung am 1. März in Kraft getreten. Die Anwohnerinitiative hat in einer Stellungnahme ihre Bedenken zum Ausdruck gebracht und Kritik an der kurzen Übergangsfrist geübt. Die Verwaltung zieht nun in Erwägung, zusätzliche Stellplätze zur Verfügung zu stellen; eine endgültige Entscheidung soll im Herbst getroffen werden.

Mistakes English speakers make

- Ich nehme Bezug zu Ihrem Schreiben. → Ich nehme Bezug auf Ihr Schreiben. Bezug nehmen takes auf + accusative.
- eine Entscheidung machen → eine Entscheidung treffen English make a decision; German uses treffen (formally also fällen).
C1 exam (modular: Lesen, Hören, Schreiben, Sprechen, each module can be taken separately) — Lesen Teil 1 (Sprachbausteine cloze): the light verb of a Funktionsverbgefüge is a classic gap; Schreiben Teil 2 (formal e-mail): Bezug nehmen auf and in Anspruch nehmen mark the formal register.
