C1.1 · Erweiterte Partizipialattribute
An extended participial attribute (erweitertes Partizipialattribut) packs a whole relative clause between the article and the noun: die Reform, die von der Regierung geplant wird → die von der Regierung geplante Reform. Everything that belonged to the clause (agent, time, place, object) stands in front of the participle, and the participle takes an ordinary adjective ending. Partizip I (steigend, belastend) means the noun is doing something itself: die seit Jahren steigenden Mieten. Partizip II of a transitive verb is passive (die erzielten Umsätze = the sales that were achieved); of a sein-verb it is active and completed (die angekommene Delegation). zu + Partizip I is the Gerundivum and means 'must / can be done': der zu prüfende Antrag = der Antrag, der geprüft werden muss. Academic, legal and press German are full of these frames; reading them means finding the article, jumping to the noun, then reading the middle.
Partizip I = active, simultaneous
A relative clause in the active present becomes Partizip I (infinitive + d) with an adjective ending. The object and adverbs of the clause move in front of it.
- die Mieten, die seit Jahren steigen → die seit Jahren steigenden Mieten the rents that have been rising for years
- ein Faktor, der die Wirtschaft belastet → ein die Wirtschaft belastender Faktor a factor weighing on the economy
Partizip II = passive, or completed with sein-verbs
A transitive verb gives a passive meaning: die geplante Reform (is/was planned). A verb with a sein-perfect gives an active, completed meaning: die angekommene Delegation, die angetretenen Parteien.
- die Umfrage, die man vor zwei Jahren durchgeführt hat → die vor zwei Jahren durchgeführte Umfrage the survey carried out two years ago
- die Delegation, die in Berlin angekommen ist → die in Berlin angekommene Delegation the delegation that has arrived in Berlin
Verbs with a haben-perfect and no accusative object have no attributive Partizip II: *die teilgenommenen Personen, *der geschlafene Gast. Use Partizip I (die teilnehmenden Personen) or another verb (die beteiligten Personen).
zu + Partizip I = must / can be done
The Gerundivum replaces a relative clause with müssen/können/sollen + passive, or with sein + zu. Separable verbs take zu inside the word: einzureichend-, anzuerkennend-.
- der Antrag, der noch geprüft werden muss → der noch zu prüfende Antrag the application still to be checked
- die Unterlagen, die einzureichen sind → die einzureichenden Unterlagen the documents to be submitted
- ein nicht zu unterschätzendes Risiko a risk not to be underestimated
Unpacking: article → noun → back to the middle
Find the article, jump to the first noun that fits it, then build the relative clause from the words in between. A Gerundivum unpacks to sein + zu + infinitive or to a modal verb + passive.
- die zu erwartenden Folgen → die Folgen, die zu erwarten sind the consequences that are to be expected
- die im Vertrag vorgesehenen Fristen → die Fristen, die der Vertrag vorsieht the deadlines the contract provides for
How to remember it
- Partizip I = the noun does it; Partizip II = it was done to the noun (or, with sein-verbs, the noun has done it).
- zu + Partizip I = must / can be done; separable verbs: ein-zu-reichend.
- The participle takes a normal adjective ending: der geplante, ein geplanter, mit den geplanten, im Ausland ausgebildeter Fachkräfte.

In context
Die von der Stadtverwaltung vorgelegte Studie zeigt, dass die seit Jahren steigenden Mieten vor allem junge Familien belasten. Die in der Studie genannten Zahlen sind allerdings umstritten: Ein nicht zu vernachlässigender Teil der befragten Haushalte lebt außerhalb der Stadtgrenzen. Die noch zu klärenden Fragen sollen im Herbst in einem Gutachten beantwortet werden.
The study presented by the city administration shows that the rents that have been rising for years mainly burden young families. The figures given in the study are, however, disputed: a not negligible share of the households surveyed lives outside the city limits. Mistakes English speakers make
- die teilgenommenen Personen → die teilnehmenden Personen / die beteiligten Personen teilnehmen has a haben-perfect and no accusative object, so its Partizip II cannot be used attributively.
- die seit Jahren gestiegene Mieten → die seit Jahren steigenden Mieten An ongoing process needs Partizip I; after die in the plural the ending is -en.
- die zu einreichenden Unterlagen → die einzureichenden Unterlagen With separable verbs zu goes between prefix and stem, written as one word.
- der Antrag zu prüfende → der zu prüfende Antrag The whole attribute stands between article and noun, never after the noun.
C1 exam (modular: Lesen, Hören, Schreiben, Sprechen, each module can be taken separately) — Lesen Teil 2 (detail questions on an academic text): the answers are often hidden inside long participial attributes, so unpacking them quickly saves time.
